Coverage of physiotherapy in primary health care: a descriptive temporal analysis of the municipalities of Baixo Tocantis-PA

Abstract
The presence of multidisciplinary teams, particularly with the support of physical therapists, is essential for the effectiveness of Primary Health Care (PHC). This study aims to describe the coverage of physical therapists allocated to PHC services and to other levels of care within the Brazilian Unified Health System (SUS) across 11 municipalities in the Baixo Tocantins region, in the state of Pará, over a 14-year period. Publicly accessible data from the National Registry of Health Facilities were analyzed, focusing on professionals listed in the 2002 Brazilian Classification of Occupations. Findings revealed that most physical therapists are assigned to other levels of care rather than PHC. Although the period from 2008 to 2021 showed a significant increase in the total number of physical therapists, this growth was still insufficient to reach the ideal coverage rate. Despite the existence of public policies aimed at strengthening the role of physical therapists in PHC, the temporal analysis reveals structural weaknesses that make their presence in this level of care unstable. This study indicates that physical therapy coverage within PHC remains inadequate in the region, based on the ratio of physical therapists to population.
